Kennan attended California Western School of Law in San Diego where he was invited to write for the International Law Review, earned the faculty award for advanced trial advocacy, graduated in 1981 in the top 25% of his class and passed the California Bar Exam on the first attempt. During law school Kennan was a law clerk for the criminal division of the United States Attorney's office in San Diego as well as two San Diego County Superior Court judges. Kennan opened his private law practice in August 1982 and has been continuously in private practice ever since.
